WIA Analysis/Side By Side

In December 2009, NCL prepared the 2009-2010 NCL Priorities for WIA Reauthorization and shared them with Senate staff working on a new reauthorization bill, as well as with staff from the offices of Patrick Kennedy (D-RI), Ruben Hinojosa (D-TX), Jim Webb (D-VA) and Sherrod Brown (D-OH). NCL is revising these priorities for 2011.

Based on the National Center for Adult Education, Literacy, and Workforce Skills Policy Principles, NCL developed detailed Center Recommendations that provides examples as to how these policy principles might translate into legislative language. The Center Recommendations replace NCL’s recommendations found in NCL’s WIA Side-by-Side Analysis with respect to the National Institute for Literacy.

National Reporting System (NRS) Reform Recommendations
NCL adopted overarching recommendations for reforming the NRS, the national accountability system for federally-funded adult education programs. The Coalition is using these recommendations to advocate for specific NRS changes with policymakers.

No Child Left Behind Proposed Changes

The National Coalition for Literacy submitted the following proposal to modify the Elementary and Secondary Education Act. The major purpose of the proposal is strengthen the relationship between programs under the Elementary and Secondary Education Act and adult education and family literacy programs and improve parental involvement by strengthening the literacy skills of parents in order to allow their full participation in the education of their children.
